HOMO chapter compact
Version used since March 2026. One page on purpose.
The chapter maintains what no single household owns: the entrance, shared lawn, shared lights, snow on shared pavement, and insurance on those things. That is the job. Taste is not the job.
Dues pay invoices. Bob's template is a single sheet: opening balance, invoices paid, cash left. If a neighbor cannot read it at the kitchen table, rewrite it. The chapter does not keep a reserve for a fountain.
Notice goes out for grass over six inches after a first warning, trash left out past the collection window, an inoperable vehicle on the street, collapsed fencing, or conditions that draw vermin. The chapter does not write people up for chalk, flags, hoop height, truck parking on their own pad, or a door color.
After 10 p.m. the street is for sleep. That is a weeknight rule, not a personality test.
Same letter on every lot, including the chapter lead's. Notice. Time to cure. One modest fine if the condition is still there. No daily stack. No lien talk in the first letter. If the chapter lead's grass is long, the chapter lead gets the letter.
Quarterly. Forty minutes. Invoices first. Then adjourn. If a topic needs a second meeting, it probably is not maintenance.
Lot coverage. A shared wall. A drain that dumps on the neighbor. A new door is a door. A new color is a color. The chapter does not run a review board for either.
A household that wants out of a voluntary compact puts it in writing. Recorded covenants are a different problem and follow the state. The chapter does not pretend this page erases a deed.
