The HOA complaint letter.
Minus the all-caps paragraph.
A useful complaint letter identifies the issue, gives dated facts, asks for a specific outcome, and requests the applicable review process. Use this editable starting point—not as a legal demand, statutory records request, or substitute for a required appeal form.
Copy the starting point.
Replace every bracketed field. Check your documents and local requirements before sending. This page does not submit anything to an HOA or store your edits.
The download is the original template, not your edits. Copy your edited text before leaving. Nothing here is a sent complaint.
Before you send it
- Identify the notice, date, property reference, and requested outcome.
- Remove insults, guesses about motives, and accusations you cannot support.
- Include relevant supporting copies; keep the originals.
- Confirm recipient, required form, delivery method, and deadline.
- Keep a copy and evidence of delivery. Follow the stated process rather than assuming an email is enough.
A fictional example of a clear request
“The notice dated August 28 refers to a bin-storage rule but does not identify the provision. Please identify the rule and explain how I can request review of the charge. I have attached the notice and dated photographs.”
This example is invented for illustration, not a homeowner testimonial or a claim that a charge would be reversed.
When this template is not enough
Do not rely on this general letter for a court filing, lien, foreclosure response, statutory records demand, accommodation request, or legally required appeal. Those situations can have distinct requirements. A local attorney or legal aid provider can help identify the right process.
